Notifications: Simplified global control for offline and online notifications

Offline and online notification management in Kaseya VSA 10 has been simplified with a new global control that removes ambiguity and aligns with the Status Profile model. A single checkbox now allows administrators to enable or disable all offline and online notifications across agents and network devices, providing clear, centralized control.

The System Offline Check Interval setting has been refined to apply only to agentless network devices and locally configured agent notifications, while agents using Status Monitoring profiles now follow the notification delay defined in those profiles. Existing configurations are automatically migrated, ensuring a smooth upgrade and consistent notification behavior.
